The City of Caldwell has undertaken an aggressive effort to revitalize the City Center through the restoration of Indian Creek, restoration of the historic Train Depot and the redevelopment of the downtown, creating a live, work, play and shop atmosphere. The investment of $13 million in governmental funds through 2007 will create the incentive for $90 million in private investment in the City Center within the next seven years.
Daylighting & Restoration
The City of Caldwell is spearheading a project to restore Indian Creek to a natural open stream configuration through the downtown. The project is providing an attractive amenity to the core area and reintroducing a greenbelt with greatly improved natural habitat.
The project will redirect Indian Creek through the City Center, opening up a 120 foot wide green space with walking/biking trails and natural rock features. The City has received funding support for this effort through partnerships with these organizations:
• Corps of Engineers - Indian Creek Planning, Environmental Compliance & Design
• Economic Development Admin. - Revitalization Plan & Catalyst Redevelopment Plan
• COMPASS - Traffic Analysis
• National Park Service - Creek Design & Trail System Master Plan
• Idaho Department of Environmental Quality - Stormwater Grant & Demonstration Project
• Canyon County - Creek Demonstration Project Support
• Idaho Department of Commerce & Labor - Public Plaza & Parking
• Idaho Transportation Department - Train Depot Restoration
• Idaho Transportation Department - Biking-Walking Trail System
• Environmental Protection Agency - Brownfields Assessment Grant
• Housing & Urban Development - Funding for Urban Redevelopment
The first phase of the creek restoration was a demonstration project completed in 2005. The remaining portion of the restoration, now underway, will be completed in 2007.
The Indian Creek restoration will ultimately create a half-mile long greenway through the City Center that will serve as the nucleus of the downtown redevelopment.
